PetroChina Liaoyang Petrochemical Company
PetroChina Liaoyang Petrochemical Company, located in Liaoyang, Liaoning Province, is a large-scale integrated petrochemical enterprise under PetroChina. It serves as a key domestic production base for aromatics and a processing hub for Russian crude oil. Its predecessor, the Liaoyang Petrochemical Fiber General Plant, was approved in 1972 and began construction in 1974; it officially commenced production in 1983. Notably, the plant produced China’s first batch of "Dacron" (polyester) staple fiber, embodying a significant chapter in the history of the nation's chemical fiber industry. Following industrial transformation, the company turned a profit in 2017, established Northeast China’s first melt-blown non-woven fabric production line in 2020, and was rated as a Class A enterprise for environmental performance in Liaoning Province in 2026, continuously revitalizing this established petrochemical enterprise. The company possesses large-scale capabilities for crude oil processing and the production of aromatic derivatives. Its core products include high-end chemical materials such as PETG copolyester, PETG copolyester chips, polypropylene, and refined adipic acid, alongside bulk refining and chemical products like gasoline, diesel, aviation kerosene, benzene, and paraxylene. Leveraging its integrated refining and chemical platform, the company focuses on R&D across the aromatics industrial chain, overcoming process bottlenecks for new materials like PETG copolyester and independently developing high-value conversion technologies for polycyclic aromatic hydrocarbons. It has also established an intelligent factory management and control system, utilizing digital tools to achieve precise regulation of the entire production process. A closed-loop quality control system—spanning from raw material intake to finished product dispatch—ensures that products strictly adhere to national and industry standards; internal control indicators exceeding national standards are implemented to guarantee consistent product performance across every batch. Liaoyang Petrochemical is committed to the shared development of the enterprise, its employees, customers, and society. It upholds a business philosophy of winning customers through integrity and expanding markets through branding, while adhering to a development path characterized by safety, conservation, innovation, integrity, and harmony. The company has established comprehensive talent cultivation and career development systems, actively recruiting professionals and implementing tiered training and incentive mechanisms to foster the mutual growth of employees and the enterprise. In terms of customer service, the company utilizes an integrated model combining production, sales, R&D, and application to provide downstream clients with product matching, process commissioning, and technical support. It responds rapidly to customer needs, delivering customized material solutions tailored to diverse application scenarios. The company upholds green and low-carbon production, embraces a resource-use philosophy centered on conservation, intensive utilization, and circularity, and continuously optimizes energy- and water-saving processes. It strictly implements environmental controls—ensuring no gas emissions into the atmosphere, no oil spills on the ground, and no noise disturbances to the public—while advancing the development of a garden-style factory. At the same time, the company actively fulfills its social responsibilities as a state-owned enterprise by engaging in rural revitalization support, public welfare volunteering, and "open day" events; it balances safe production, ecological protection, and local community well-being, fostering harmonious coexistence among the enterprise, its employees, and the surrounding community. Looking ahead, Liaoyang Petrochemical continues to advance its strategy of reducing fuel output while increasing chemical production, focusing on high-end new materials, and prioritizing innovation-driven growth and digital transformation as it steadily evolves into a modern, distinctive refining and chemical enterprise. On July 30, following the Group Company’s 2026 mid-year work conference, Liaoyang Petrochemical immediately convened a special meeting. The company mobilized all cadres and employees to deeply grasp the mandate to "explore endless frontiers and commit to overcoming key innovation challenges," ensuring their thoughts and actions align with the decisions and deployments of the Group Company’s Party Leadership Group, while accelerating the creation of an innovation hub for new chemical materials. Liaoyang Petrochemical is concentrating its efforts on applied basic research in cutting-edge areas such as molecular refining and green, low-carbon processes, striving for breakthroughs in fundamental principles. It is also pooling superior resources to tackle "bottleneck" technologies in fields like specialty nylons and high-end polyesters. Targeting niche markets such as specialty polyesters and lithium-ion battery separator materials, Liaoyang Petrochemical is developing a suite of process technology packages with fully independent intellectual property rights. Leveraging new projects, the company is extending the benzene-based nylon industry chain and diversifying product grades—such as copolyesters—to rapidly build a portfolio of distinctive products with strong market competitiveness, thereby driving the evolution of its "refining-chemical-material" integration toward a higher level of sophistication. Liaoyang Petrochemical is accelerating the establishment of digital R&D platforms for molecular simulation, intelligent formulation design, and process optimization. It is expanding the high-value application of artificial intelligence in areas like catalytic material screening and process simulation, while advancing the construction of a next-generation integrated production control platform and a digital twin factory to high standards.
Read MoreLiaoyang Petrochemical keeps a close eye on the market, achieving growth in both volume and profitability for its specialty products.
On July 21, Liaoyang Petrochemical reported robust production and sales for the first half of the year—particularly for products such as co-polyester and ultra-high molecular weight polyethylene. This success marks a pivotal move in the company’s market-oriented transformation, where "production follows the market." "The market has changed, so our mindset must change too," said Wang Yuepeng, a supervisor in the Production Operations Department, pointing to a scheduling chart. "We used to simply sell whatever we produced; now, we’ve completely reversed that approach. We identify what the market lacks and which products command good prices, then adjust parameters and optimize formulations to precisely channel our production capacity into high-profit products." Through meticulous end-to-end control and the optimization of operating parameters, the company significantly boosted C6 aromatics yields and enhanced per-unit profitability, effectively transforming "molecular management" into "profitability management." The flexibility of product switching on the olefin and polyester production lines is particularly impressive. To meet diverse downstream demands—ranging from geothermal piping and specialized materials for home appliances and automobiles to photovoltaic backsheet films—Liaoyang Petrochemical leveraged its mature process systems to efficiently execute frequent product-grade transitions. The company ensured stable production and supply of cross-linked polyethylene resin for geothermal piping, while successfully upgrading its polyester line from GX100 optical film to FS300 solar backsheet film, thereby securing a strategic foothold in high-end niche markets. Addressing the long-standing reliance on external sourcing for high-end raw materials in Northeast China's waterproofing construction industry, Liaoyang Petrochemical took the initiative to collaborate with internal R&D institutes and affiliated enterprises. They streamlined the entire process—from laboratory formulation optimization and industrial-scale pilot testing to storage and logistics. After months of intensive effort, the F400 waterproofing asphalt consistently met all performance specifications and gained recognition from leading regional clients. The first batch of 1,000 tons was delivered in June, and the company plans to make continuous improvements based on customer feedback, aiming to secure a more significant position in the Northeast's waterproofing material supply chain.
